The big difference is quality. Arches is 100% cotton with excellent sizing, so it handles water and layering beautifully.
Hapikalor looks more like a student-grade paper – likely wood pulp and less durable – and these kinds of paper usually have poor “sizing” which can affect how paint behaves.

There are other 140 pound cold press watercolor papers out there and you have not mentioned why you think arches is the best.
For example, what’s the difference between arches and Hapikalor?
